Howard began his activism in CUPE as a member of Local 500 working at the City of Winnipeg in the former Parks and Recreation Department.  He was elected President of the former Parks and Recreation Unit in 1980, and in 1982, he was appointed to the position of CUPE National Staff Representative and assigned to Local 500.

Howard also served many units and affiliates of the Local including the Winnipeg Convention Centre where he negotiated enrollment of the members into the City’s pension plan.

In 1991 Howard transferred to Thunder Bay where he worked for CUPE until his retirement in 2002.

Brother Matthews was a true trade unionist.  He was a proud CUPE 500 member and a friend to all workers.  He will be missed.

Local 500 would like to extend our deepest condolences to Howard’s family and friends.

A celebration of life will be held on January 4, 2019 at 6:00 pm at the DaVinci Centre, 340 Waterloo Street South, Thunder Bay, Ontario.

For those who wish, memorial contributions may be made to the Northern Cancer Fund – Thunder Bay Regional Hospital.
